ECNEC approves five development projects involving TK 18,404cr

Dhaka, Jan 13, 2015 Nirapad News : The Executive Committee of the National Economic Council today approved five development projects with the outlay of Taka 18,404 crore.

The approval came at the ECNEC meeting held at NEC conference room in city’s Sher-e-Banglanagar with ECNEC Chairperson and Prime Minister Sheikh Hasina in the chair.

Of the total project cost, the government will provide Taka 14,212 crore from the national exchequer while Taka 4,192 crore will come as project assistance. Four development projects are new among the approved five projects while the remaining one is revised.

Planning Minister A H M Mustafa Kamal, after the meeting, briefed reporters about the outcome of today’s meeting.

The ECNEC has revised the Primary Education Development Programme-III (PEDP-III) by trimming cost of Taka 4,042 crore, which was taken to ensure cent per cent enrolment of the children eligible for primary education. The original outlay of the PEDP- III was 22,196 crore during the approval in August 2011, but after it has been revised the cost amount stood at Taka 18,154 crore.

About the cost reduction of PEDP-III, the Planning Minister said the programme had allocated Taka 3,351 crore and Taka 1,957 crore for stipend and food for education simultaneously in the original outlay. But, meanwhile two new separate projects have
been launched and that’s why the components have been eliminated from the programme, he added.

Now, the implementation period of the programme has been extended to December, 2017 from June, 2016 as no fund was disbursed in the fiscal during the approval in August 2011 as the project was supposed to start in June in that year, said Kamal.

Meanwhile, the government has nationalized a total of 26,193 Primary Schools and introduced pre-primary education as well as and also appoints one additional teacher for each school that pushed the government to revise the programme.

In the revised programme, the Planning Minister said, project assistance has been increased by 24 per cent and it stands at Taka 4,192 crore which was Taka 3,388 crore in the original outlay.

About creation of new posts Kamal said the revised programme has created additional 33,448 posts that have raised the total post to 81,532, which were 48,084 in the original programme.

“Of the total, post of 80,605 teachers will atomically be shifted to revenue sector while 505 posts will go to revenue sector after completion of the programme,” he added.

ECNEC also approved another four projects today and they are: Special Development of Begum Rokeya University (Taka 74 crore), Establishment of Bhola Textile Institute (Taka 64.99 crore), Establishment of Sport Schools in Chittagong and Rajshahi under BKSP (Taka 78.96 crore) and BSCIC Industrial Park, Chuadanga (Taka 32.48 crore).

Ministers, state ministers, members of planning commission and secretaries concerned attended the meeting.
